明治维新后,伴随着日本在历次侵略战争中所占殖民地区域的逐步扩大,如何管控殖民地成为帝国主义日本的焦点问题.为构建符合日本利益的殖民政策理论体系,具有半官方性质的帝国大学纷纷吸纳学界精英,开设殖民政策讲座,著书立说以针砭时弊.就整体而言,日本殖民政策学根据学科发展情况可细分为雏形、体系、批判、僵化五个主要阶段特征;就个体而言,东京帝国大学作为殖民政策学科的研究重镇,以新渡户稻造、矢内原忠雄、东畑精一为代表的研究者,其研究贡献贯穿了殖民政策学的历史轨迹.殖民政策学的基本发展脉络揭示了日本战前政治与学术之间紧密关系,在政治局势缓和时,殖民政策学能够在一定程度上批判日本帝国主义简单粗暴的殖民政策;当政治趋于极端化时,则失去了学术独立地位,沦为了侵略战争的理论宣传工具.
Abstract
After the Meiji Restoration,along with the gradual expansion of the colonial territories occupied by Japan during the wars of aggression,the question of how to control the colonies became the focus of imperialist Japan.In order to build a theoretical system of colonial policy in line with Japan's interests,the semi-official imperial universities attracted elites from the academic world to give lectures on colonial policy and write books to criticize the situation at that time.As a whole,the de-velopment of colonial policy in Japan can be divided into five major stages:embryonic,initial,systematic,critical,and ossi-fied;individually,Tokyo Imperial University,as a major research center of colonial policy,has been the center of research on colonial policy,and researchers such as Inazo Shindo,Tadao Yanehara,and Seiichi Higashihata made contributions to colonial policy throughout the history of colonial policy.The basic development of colonial policy reveals the close relationship be-tween politics and academia in pre-war Japan,where colonial policy was able to criticize the simple and brutal colonial poli-cies of Japanese imperialism to a certain extent when the political situation was moderate,and lost its academic independence when politics became extreme,and was reduced to a theoretical propaganda tool for the war of aggression.
