This article attempts to explore the connotation and attributes of equipment supervision from the perspective of historical longitudinal dimension and industry horizontal comparison.By citing the ancient supervision system,comparing the military representative system,construction supervision system,and international practices,it is revealed that the essence of equipment supervision business is the supervision and management of equipment quality and safety,equipment supervision is a part of the national quality infrastructure,and equipment supervision workers are actually quality workers.It is hoped that by positioning the attributes of equipment supervision,independent equipment supervision management system,management model,and legal and regulatory system can be reconstructed and improved so that the function of equipment supervision can be better manifested.This has profound practical and historical significance for the development of the country.
