摘要
文章总结了内江市东兴区集体林权制度主体改革基本情况,分析了取得的主要成效和问题.在符合国家方针政策,并结合当地林业实际的前提下,以全面发挥森林生态服务功能为核心,科学合理实现林业规模化、集约化和产业化效益为目标,探讨了集体林权制度后续配套改革的对策措施.
Abstract
The basic situation of the collective forest right system reform in Dongxing district of Neijiang city was summarized in this paper, and the main achieved results and problems was analyzed. In accord with national guidelines and policies, and under the premise of combining with local forestry practice, the countermeasures for the follow-up reform of the collective forest right system was discussed, in order to taking forest ecological services as the core and realizing the scale, intensive, and industrialization benefits of forestry scientifically and reasonably.
