Building Higher Level of"Tianfu Granary":Historical Evolution,Realistic Challenges and Future Prospects
[Objective]Sichuan is the only grain-producing province in the west of China,which plays an important role in ensuring the national grain supply.Building a higher level"Tianfu granary"is of great importance to the country and the province.[Method]Based on the analysis of the historical logic of the development of"Tianfu Granary",combined with the current grain and agricultural conditions in Sichuan,this paper sorted out the realistic challenges faced by building a higher level"Tianfu granary"and put forward future prospects.[Result]At this stage,the"Tianfu granary"is facing the development challenges of rising pressure on stable production and supply,loss of grain growers,limited space for in-creasing grain production and efficiency,outstanding structural contradictions in supply and demand,and unsound incentive and constraint mechanisms for grain production.[Conclusion]It should be based on the"whole industrial chain","diversified food supply system","concept of administration","The wholeness of space concept"and the"food crop production strategy based on farmland management and technological application",and build a higher level"Tianfu granaries"from five aspects:the synergistic guarantee mechanism covers production,purchase,storage and marketing,the collaborative production mechanism contains grain,meat,fishery,fruit,vegetable and fishery,the diversified main body coordi-nated governance mechanism,the five economic zones concerted development mechanism,and the mechanism of cooperative empowerment for the premium seed,fertile field,quality machinery,good laws and the good system.
