Penetrating Governance:an Effective Way to Build a Community of Grassroots Social Governance——Taking the Grassroots Governance Reform Exploration in Hanyin County as an Example
Improving the system of co-construction,co-governance and shared social governance is an important proposition in the process of Chinese modernization.Compared with suspension governance and conventional govern-ance,the good governance-oriented penetrating governance highlights the organic combination and positive interac-tion between governance elements and governance subjects.Based on the convergent power of governance elements,the cooperative linkage of governance subjects and the cracking improvement of governance capacity,the penetrating governance enables the construction of social community.Through the co-governance under the leadership of the Party,we will strengthen the power of multi-dimensional interaction,collaborative closed-loop and information sup-port,so that positive governance behaviors can better penetrate the whole process of grass-roots governance,and to the greatest extent break through governance bottlenecks to effectively connect the will of the state and the will of the people.Compared with state governance,penetrating governance pays more attention to multi-dimensional inter-action,improves the interaction mechanism between the upper level of the state and the grass-roots society,and con-stantly shorts the spatial distance between the state and the grass-roots community.It not only emphasizes the benign interaction,block interaction and positive governance between the state and society,but also attaches importance to the synergistic effect of multiple governance subjects,so as to solve governance problems and promote the construc-tion of the grass-roots governance community.The construction of grassroots social governance community should pay attention to both penetrating the local and penetrating the society,at the same time,pay more attention to transcen-ding local governance,improve the multidimensional interactive governance mechanism between the different sec-tions and the society,promote behaviors for the joint creation and benefit of the people,and then enhance the country's good governance capacity.
