The Dual logic of Grass-roots Policy Implementation:Authoritative Regulation and Policy Understanding——Based on the Experience of Poverty Alleviation in the Four Villages
The implementation of grass-roots policies has always been an important part of social governance,and the implementation results are influenced by both the central authority regulation and the ability of grass-roots gov-ernments to understand the policy.The authors construct an analytical framework of"authoritative regulation-policy understanding"to distinguish the four modes of policy implementation by grassroots governments:rigid-efficient,flexible-orderly,booster-endeavor,and authorization-coping.Investigating the experience of poverty alleviation in Shibatong Village,Hesilu Village,Caishanping Village and Shanghe Village,the authors summarize the types of poli-cy implementation.When the central authoritative regulation is at the high degree,the state of policy implementation of the grass-roots government presents the function demonstration type under rigid condition and the ability shaping type under strong constraints.On the contrary,it presents the perfect self type under the weak supervision and the profit-seeking and destruction-avoiding type under the flexible condition.Starting from the dual logic of authority regulation and policy understanding,the superior government strengthens the ability of policy regulation by making policies according to local conditions and precise regulation.Grassroots governments can effectively promote the ef-fectiveness of policy implementation by optimizing organizational structure,strengthening information communication and obtaining support from target groups.
