Promoting counter urbanization and allowing social elites to play a leading role in rural areas is an impor-tant measure to realize rural revitalization.From the perspective of rural revitalization,the author analyzes the concept and function of the counter urbanization.Based on the theory of social behavior,the author analyzes the dynamic fac-tors and their relationship of promoting the formation of counter urbanization from the aspects of external environment and behavioral subjects to explore the causes and consequences of the counter urbanization.The research shows that factors of promoting the counter urbanization formation and development can be summarized into four aspects:govern-mental guiding forces,urban driving forces,rural attracting forces and social foundation forces.At present,we should focus on the governmental guiding force and the attractiveness of rural areas,and take industrial revitalization as the core to promote the integrated development of urban and rural areas.Based on the above analysis,we can set about promoting counter-urbanization from the aspects of leveraging the fundamental role of counter-urbanization in rural revitalization,leveraging the core role of industrial revitalization in counter-urbanization,improving the policies and mechanisms to promote the development of counter-urbanization and creating the basic conditions for the development of counter-urbanization.
