In the report delivered to the 20th Congress of the Communist Party of China(CPC),the general secre-tary Xi Jinping emphasized that"upholding the leadership of the CPC"is"an essential requirement for Chinese modernization".The introduction of Marxism into China and the establishment of the Communist Party of China opened up a new direction of building Chinese modernization.During the period of the Central Soviet Area,the Communist Party of China made an important attempt to build a modern country,carried out the Marxist principle of people's democracy in the construction of the legal system,and embodied the full democracy.During this period,un-der the leadership of the Communist Party of China,a series of laws,decrees,regulations and directives were formu-lated and enacted with Marxist people's democracy as the fundamental guiding ideology and with the fundamental purpose of liberating the broad toiling masses of the Chinese society and establishing a democratic dictatorship of workers and peasants.At the same time,special attention was paid to the people's democratic supervision over power in the legislative,law-enforcement and judicial processes.The practice of legal system construction by Chinese Com-munists in the Soviet period reflects the earliest democratic political idea of the Communist Party of China,and is the source of the contemporary Chinese socialist rule of law.
