摘要
在教育数字化战略背景下,为实现高等教育数字化转型与长远发展,必须打造一种既适用又有利于高等教育数字化转型的"高等教育数字治理"新范式.在本质上,高等教育数字治理是数字技术对高等教育治理的系统赋能与全面变革,具有理念、技术、制度与机制等多重复合面向.从整体上来看,我国高等教育数字治理尚处于探索阶段,面临着数字治理思维存在误区、数字技术创新能力较弱、数字治理制度比较缺乏与数字治理机制不够健全等现实挑战,阻碍了高等教育治理现代化水平的提升.可从重构价值理念、促进数字技术变革、加强制度供给与完善开放共享机制等路径展开积极行动推进高等教育数字治理,增强高等教育数字治理的理念领导力、技术支持力、制度保障力与机制协同力,从而促进数字时代高等教育治理现代化建设.
Abstract
Under the background of education digital strategy,a new paradigm of"digital governance of higher education"applicable and conducive to digital transformation of higher education must be created for the long-term development and strong progress of digital transformation of higher educa-tion.Digital governance of higher education is essentially a systemic empowerment and comprehen-sive change of digital technology on higher education governance,with multiple composite aspects such as concept,technology,system and mechanism.On the whole,the digital governance of higher education in China is still in the stage of continuous exploration,facing many challenges,such as the misunderstanding of digital governance thinking,the weak ability of digital technology innovation,the relatively lack of digital governance system,and the imperfect digital governance mechanism,which hinder the improvement of the modernization level of higher education governance.To promote digital governance of higher education,we can take positive actions through the pathways of reconstruction of value concepts,promotion of digital technology transformation,strengthening institutional supply and improving open sharing mechanisms to enhance the conceptual leadership,technical support,in-stitutional guarantee,and institutional coordination of digital governance of higher education,thereby promoting the modernization of higher education governance in the digital era.
