The Operation Mechanism and Practical Approach of Cross-regional Governance Led by the Party Building in Adjacent Area——Based on the Investigation of Chengdu-Chongqing Economic Circle
Grass-roots governance led by the Party building is the only way to promote governance modernization,and the model of the Party building in adjacent regions provides a new idea and meth-od for cross-regional governance.In order to solve the problem of boundary effect and hierarchical obstruction in cross-border governance,the Party organizations in the adjacent regions of Chengdu-Chongqing economic circle have continuously strengthened and exerted their political and organiza-tional functions,explored and constructed a"mobilization-embedding-coordination"mechanism of cross-regional governance led by the Party building in adjacent regions.The Party organizations apply different mechanisms to effectively improves the ability and level of cross-regional governance in the two places,such as the mobilization mechanism to stimulate the ideological impetus of cross-regional governance led by the Party building,the embedding mechanism to enhance the organizational func-tion of cross-regional governance led by the Party building and the coordination mechanism to in-tegrate the development resources of cross-regional governance led by the Party building.However,in practice,there are still problems such as"endogenous power dilemma","convergence landing di-lemma"and"collective action dilemma".However,in practice,there are still problems such as"en-dogenous power dilemma","convergence landing dilemma"and"collective action dilemma".In view of these realistic difficulties,we should strengthen the system concept and problem orientation to improve the leadership mechanism of cross-regional governance led by the Party building in adjacent regions,innovate organizational setup and organizational life to consolidate the work foundation for cross-regional governance led by the Party building in adjacent regions.In addition,we should pro-mote institutional construction and resource integration,and improve the conditions for cross-regional governance led by the Party building in adjacent regions so as to further improve the effectiveness of cross-regional governance led by the Party building in adjacent regions of Chengdu-Chongqing eco-nomic circle.
