Promoting the Unity of Value and Technology:Optimized Way to Empower Village Governance under Points System——An Examination of the"Red-black Score Points System"in H Village of Sichuan Province
Points system is an innovative model of the"three-governance"rural governance system,aiming to enhance the moral spirit of villagers'full participation in governance.Due to the"natural connection"between system,ethics and morality,the basic idea of examining the operation of the points system is to take"value-technology"as the analytical framework from the perspective of the unity of value and technology.Examining the case of"red-black score points system"in H village,S county of Sichuan province,the author finds that the points system,based on the principle of building a grassroots governance community in which everyone has responsibilities,does their best,and enjoys the benefits,has carried out a relatively fine technical design of the moral goals on the basis of pay-ing attention to ethical entities such as families,grassroots party and government,villagers'commit-tees,and collaborative organizations.However,in order to further empower rural governance,the point system should be improved in three aspects:observing the major interests of the community,forming a synergy between external incentives and moral internalization,and promoting orderly interactions between subjects.To this end,it is necessary to systematically confirm the value orientation of the point system,promote the precise design of the list,cultivate the endogenous power extensively and improve the corresponding implementation procedures through the system design of disseminating the non-utilitarian concept in order to achieve the optimization and efficiency of the points system.
