Evaluation and Commendation Used as a Tool of Governance:Origins,Operation and Path
In recent years,evaluation and commendation represented by creating cities has e-merged among cities.As an important governance tool to promote grassroots social governance,eval-uation and commendation has not been given due attention and response by the academic communi-ty.Therefore,from the perspective of social governance,the author regards evaluation and commen-dation as an important means to improve social governance,and examines some practical problems of evaluation and commendation such as the reasons of emergence,how to run,and how to optimize from the three dimensions of origin,operation and path.Firstly,the origin of evaluation and com-mendation is rooted in the specific situation of social governance.The disconnection between govern-ance demand and response resulted in social governance transformation,the need for governance modernization,the rational choice of government function transformation and public service supply,and the exposure of weak urban governance together constitute the macro,meso and micro"reasons"for the emergence of evaluation and commendation.Secondly,the author analyzes the running logic of local evaluation.The author finds through research that the political mobilization of local high-lev-el departments and consensus cohesion logic can be promoted by establishing a leading group,and the recognition consensus for evaluation and commendation can be enhanced.The resource guaran-tee and cross-department coordination logic of middle-level departments is to enhance the resource synergy within the system through the integration of"up and down,left and right"departments.The technical implementation and social mobilization logic of the grass-roots sectors is to enhance so-cial governance support by seeking external synergies.The main feature of its operation is to absorb the resources inside and outside the system to promote the overall governance of evaluation and com-mendation under the high level promotion.Finally,the path optimization direction of evaluation and commendation is to promote the practice of"people-centered"evaluation and commendation.
