Research on Countermeasures to Strengthen the Cultivated Land Protection Under the Perspective of Multiple-Streams Theory——Based on the Research and Analysis of Chengdu City
Cultivated land is a solid foundation for ensuring national food security and economic and social stability,and strengthening farmland protection is a top priority affecting the national economy and people's livelihood.With the contradiction between the development of economy and society and the protection of cultivated land becoming increasingly prominent,the policy of cultivated land pro-tection should be continuously adjusted and optimized according to the actual situation.Taking Chengdu as the research object and using Jinden's multiple-streams theory to build a theoretical mod-el for Chengdu to strengthen the research on countermeasures of cultivated land protection,the author discusses the current situation and dilemma of cultivated land protection in Chengdu from the three theoretical sources of problem stream,policy stream and political stream,and further analyzes its pol-icy measures by tracing the source.On this basis,the author puts forward the policy suggestions of cultivated land protection with reference value and popularization value:to strengthen the protection of cultivated land,we need to strengthen top-level design and improve the system and mechanism of cultivated land protection;we should adjust the industrial structure and optimize the structure and layout of land use;we should expand ways of replenishment,reform and improve the system of bal-ance between the land use and compensation;we should improve the efficiency of land use and pro-mote the economical and intensive use of land;we should innovate the development model and estab-lish a new form of modern agriculture;we should strictly control the use of land and make every effort to prevent the loss of existing cultivated land;we should improve the supervision system and deepen the management of the whole life cycle of cultivated land.Through comprehensive measures,we will firmly safeguard the red line of arable land protection,ensure food security,and ensure that the rice bowl of the Chinese people is in the hands of the Chinese people.
