Targeted Poverty Alleviation Policy Promotes Leaping of Health Poverty Trap in Rural China:Theoretical Analysis and Empirical Test
The vicious circle of poverty and disease is a major constraint to the overall devel-opment of farmers.Based on the formation paths and manifestations of the health poverty trap,we construct multidimensional health poverty indicators oriented towards income poverty and medical cost burden and elaborate the logical mechanism of health poverty reduction under the targeted poverty alleviation(TPA)policy.Empirically, this study measures health poverty among rural residents in China using data from the China Family Panel Studies and evaluates the health poverty governance effect of TPA through fuzzy regression discontinuity design. The empirical results show that TPA can help the poor escape the health poverty trap and effectively reduce the depth and incidence of multidimensional health poverty, with the effect of the policy gradually increasing over time.Further research shows that the TPA achieved health poverty reduction mainly by increasing income, reducing medical burden, and improving nutritional status. The study offers valuable insights for the optimization and adjustment of normalized health poverty governance policies.
