Strengthening the population development support and service system is an essential safeguard for further deepening reforms and comprehensively advancing Chinese-style modern-ization.Currently,China's population is at a significant turning point characterized by negative growth and the convergence of a low-fertility and aging society,marking an important strategic opportunity period.This paper calls for an objective view of the new normal in population develop-ment and innovatively recognizes the roles of government,market,and society from the perspectives of the developmental and security attributes of population issues,market dynamics,and social governance mechanisms.Efforts are concentrated on constructing an effective govern-ment,enhancing an efficient market,and fostering a friendly society to support the realization of Chinese-style modernization goals through high-quality population development.
