中国农业强国建设的逻辑认知与实践路径
Logical Cognition and Practical Path of Building a Chinese Agricultural Power

摘要
农业强国是社会主义现代化强国建设的基础.准确定位农业强国建设的核心要求和目标,精准研判中国式农业强国建设的经验逻辑、历史逻辑和理论逻辑,并立足我国"大国小农"的现实国情,找准加快推进中国式农业强国建设的发力点和实践路径,是全面推进乡村振兴和实现中国式现代化强国的主攻方向.研究结果表明:从农业大国到农业强国,中国在改革路径上已经初步探索出符合国情的农业强国道路,建立起相对完整的农业现代经营体系和服务体系,农业生产条件显著改善,具备了建设中国式农业强国的历史经验、理论准备、物质基础和现实条件.针对我国农业产业不强、支撑不够、收入不高的现实问题,在实践路径上提出巩固完善基本经营制度、加大农业支持保护力度、打造跨国粮商等政策建议.
Abstract
An agricultural power is the foundation of building a modernized socialist power.It is the main direction for comprehensively promoting rural revitalization and realizing Chinese modernization to accurately position the core requirements and objectives of building an agricultural power,to accurately study and judge the empirical logic,historical logic and theoretical logic of building a Chinese agricultural power,and based on China's actual conditions of large country with small farmers,to find the driving force points and practical path to accelerate the construction of a Chinese agricultural power.The research results indicate that from a large agricultural country to an agricultural power,China has preliminarily explored and found on its reform path a road of building an agricultural power that is in line with its national conditions,has established a relatively complete modern agricultural management system and service system,has significantly improved its agricultural production conditions,thus having the historical experience,theoretical preparation,material foundation and practical conditions to build a Chinese agricultural power.In response to the current problems of weak agricultural industry,insufficient support and low income,such policy recommendations in terms of practical path are proposed as consolidating and improving the basic operation system,increasing agricultural support and protection intensity and cultivating trans-national grain merchants.
