BSC(平衡计分卡)为国家综合档案馆的战略规划和绩效评价指标构建提供了有益的原理和工具.本文基于BSC原理,在已有研究基础上,结合新时代国家综合档案馆的使命、任务和新需求、新特点,从用户服务、财务管理、内部业务流程以及学习与创新4个维度,探索构建更具时代价值的国家综合档案馆的绩效评价指标框架.
Abstract
The Balanced Scorecard(BSC)provides useful principles and tools for the strategic planning and performance evaluation index construction of the national archives.Based on the BSC principle and existing research,combined with the mission,tasks,new needs,and new characteristics of the national archives in the new era,this paper explores the construction of a more contemporary index framework of the performance appraisal for the national archives from four dimensions:user service,financial management,internal business processes,as well as learning and innovation.
