基于GIS与多因素综合评价法的新发展阶段下开发区集约节约用地评价及潜力测算——以潍坊市潍城区为例

在经济新发展阶段背景下,以山东潍城经济开发区为研究对象,运用GIS和多因素综合评价法,通过构建评价指标体系,综合评价潍城经济开发区土地集约利用水平.结果表明,潍城经济开发区土地集约利用总体水平较高,但土地利用结构方面布局不合理,特别是工业用地率问题突出.根据定量化结果和实际情况,潍城经济开发区应通过科学规划土地利用,优化产业布局;拓展产业发展空间,引导产业转型升级;提高产业用地市场化配置水平等措施实现土地利用的"精明增长".
Evaluation and Potential Calculation of Intensive and Economical Land Use in Development Zone in New Development Stage Based on GIS and Multi-factor Comprehensive Evaluation Method——Taking Weicheng District in Weifang City as an Example
Under the background of new economic development stage,taking Weicheng economic develop-ment zone in Shandong province as the research object,by using GIS and multi-factor comprehensive e-valuation method,by constructing evaluation index system,Level of intensive land use in Weicheng eco-nomic development zone has been evaluated comprehensively.It is showed that the overall level of land in-tensive use in Weicheng economic development zone is relatively high,but the layout of land use structure is unreasonable,especially the issue of industrial land use rate is prominent.Based on the quantitative re-sults and actual situation,through scientific planning of land use in Weicheng economic development zone,industrial layout should be optimized,industrial development space should be expandied,industrial trans-formation should be and guided and upgraded,and the level of market-oriented allocation of industrial land based on the quantitative results and actual situation can be achieved.
