摘要

建立国土空间规划分级传导体系是确保责权清晰、科学高效的国土空间规划体系的关键.本文在剖析原空间类规划层级传导优劣势的基础上,吸纳各类规划传导机制的优势,从纵向和横向两个维度上探索提出了"3个传导方向+4种传导方式+6类传导载体"的国土空间规划分级传导体系框架,结合聊城市多层次国土空间规划编制的实践验证,实现了"市—县—乡镇—村庄"四个层级国土空间规划"目标-指标类、空间类、支撑类"三类传导要素的传导落实和分级管控,为各层级国土空间规划编制和管理提供技术支撑.

Abstract

The establishment of hierarchical transmission system of land and space planning is the key to en-sure a clear,scientific and efficient land and space planning system.On the basis of analyzing the advanta-ges and disadvantages of hierarchical transmission of original spatial planning,absorbing the advantages of various planning transmission mechanisms,from vertical and horizontal dimensions,a hierarchical trans-mission system framework of land space planning has been put forward,which consists of"three transmis-sion directions+four transmission modes+six transmission carriers".Combining with the practice of multi-level land space planning in Liaocheng city,the implementation and hierarchical control of the transmission elements of the four levels of land spatial planning,namely"target-index type,space type and support type"have been realized.It will provide technical support for the compilation and management of territorial spatial planning at all levels.
