摘要
自脱贫攻坚战全面胜利后,建立健全长效防贫机制、预防大规模返贫成为后脱贫时代的重点.保险作为一种具备杠杆效应、控制风险以及经济补偿能力的金融工具,契合了建立长效防贫机制的迫切需求.本文结合魏县和大余县试点案例对"防贫保"构建精准防贫长效机制进行梳理,发现"防贫保"模式在识别对象、认定标准、协同工作等方面实现了机制创新,对降低贫困、提升贫困地区自我发展能力有明显改善,并指出存在的制约因素:获取信息难、保费来源单一、推行路径不畅等.希望为保险参与防返贫长效机制的构建提供良好的经验分享,夯实脱贫成果.
Abstract
Since the overall victory of the combat against poverty,the establishment and improvement of long-term poverty-prevention mechanisms and the prevention of large-scale return to poverty have become the focus of the post-poverty-alleviation era.As a financial instrument with leverage effect,risk control and economic compensation ability,insurance meets the urgent need of establishing a long-term anti-poverty mechanism.Based on the pilot cases of Wei County and Dayu County,the paper reviews the establishment of a precise and long-term mechanism of"anti-poverty insurance",finds that the"anti-poverty insurance"model has achieved mechanism innovation in object identification,standard identification,collaborative work,and other aspects,and achieved the obvious improvement in poverty alleviation and boosting the self-development ability of the poverty-stricken areas.And the existing constraint factors are pointed out:difficult access to information,single source of premiums,poor implementation path,etc.It is hoped to provide good experience for insurance to participate in the construction of long-term mechanism to prevent the return to poverty,and consolidate the results of poverty alleviation.
