摘要
在党中央高质量发展战略引领下,政府机构司库建设政策推动下,以中央企业为代表的大型企业已深感司库体系建设的重要性和紧迫性,司库在国内已进入政策积极引领、企业奋力攻坚的高速发展阶段.本文通过梳理司库相关概念内涵,探究了央企集团司库体系建设的必要性,以现金流为核心,构建资金基础信息模块、资金预算执行模块、资金指标分析模块、信贷融资模块、风险预警模块、金融信息共享模块,打造央企集团智能化司库体系.同时,积极探索司库体系建设路径,持续完善各项司库职能,向战略智能型司库踔厉前行,书写中国企业司库建设的新篇章.
Abstract
Under the guidance of the Party Central Committee's high-quality development strategy and the promotion of government institutional treasury construction policies,large enterprises represented by central government-owned enterprises have deeply felt the importance and urgency of treasury system construction.Treasury has entered a high-speed development stage in China in which policies actively guide and enterprises strive to overcome difficulties.The article explores the necessity of constructing a treasury system of central government-owned enterprise group by sorting out the relevant concepts and connotations of the treasury.With cash flow as the core,it constructs a fund basic information module,a fund budget execution module,a fund indicator analysis module,a credit financing module,a risk warning module,and a financial information sharing module to create an intelligent treasury system for the central government-owned enterprise group.At the same time,the construction path of the treasury system should be actively explored,various treasury functions should be continuously improved,and a strategic intelligent treasury should be pursued,to write a new chapter in the construction of Chinese enterprise treasury.
