历史元素与空间经验在规划制度中的体现英国弹性的规划许可制

现代主义"理性"量化规划对传统城市人性空间的破坏后,城市的历史记忆与城市居民访客的空间经验,是当代都市设计与城市可持续发展所要处理的重要课题.在这个脉络下,西方城市规划制度的两大取向——以制定发展权为基础的使用分区管制,以及着重弹性规划过程、个案评估审议的规划许可制,对城市设计议题有不同的作用.文章首先试图厘清传统古迹保存、土地使用分区管制与当代城市设计之关系,再提出为何英国弹性的规划许可制,更能同时处理质性与量化指标的空间经验,实现不同的地方特色与愿景,并以伦敦国王十字中央区城市更新为例,来分析这种规划制度的利弊.
Abstract
The emphasis on a historic and spatial experience for city residents and visitors has formed some of the primary issues in contemporary urban design principles and sustainable urban development.It is primarily derived from the Modernist's'rational'and quantitative urban planning system,which has significantly destroyed the human-scale experience of traditional cities and towns.In this context,the two main planning approaches applied in the West,the regulatory zoning system and the flexible planning permission system,have different implications in dealing with these issues.This article attempts to clarify the relationships between historic conservation,zoning regulation,and contemporary urban design.It then makes a case for the UK's flexible planning approach as a more appropriate system to deliver the spatial experiences set out in specific local place-making visions for different local characteristics.This is followed by an example to illustrate the advantages and disadvantages of this system.
