低碳城市试点政策能否有效促进可再生能源技术创新?

低碳城市试点政策是中国促进经济社会绿色低碳发展的一项重要举措,而可再生能源技术创新是其中的关键技术路径.基于 2006-2020 年的城市数据,采用渐进双重差分法考察低碳试点城市对可再生能源技术创新发展的作用机制与影响差异.结果显示,低碳城市试点政策主要通过影响城市产业结构和绿色金融发展促进可再生能源技术创新发展,且对不同资源禀赋城市的可再生能源技术创新具有异质性影响.研究建议持续扩大低碳城市试点政策推行范围,促进可再生能源技术创新发展,从而推动社会绿色转型.
Can the Low-carbon City Pilot Policy Effectively Promote Renewable Energy Technology Innovation?
The pilot policy of low-carbon city is an important measure for China to achieve the goal of green and low-carbon economic and social development,and renewable energy technology innovation is a key technological path to the goal.Based on the panel data of 277 cities from 2006 to 2020,this paper uses the progressive difference-in-difference model to investigate the mechanism and impact of low-carbon city pilot policy on the development of renewable energy technology innovation.The results show that the pilot policy of low-carbon cities mainly promotes the renewable energy technology innovation through the adjustment of urban industrial structure and green finance,and has heterogeneous impacts on renewable energy technology innova-tion in cities with different resource endowments.The study suggests that the scope of low-carbon city pilot policies should be continuously expanded to promote the renewable energy technology innovation,thereby pro-moting the green transformation of society.
