The transformation policy for scientific and technological achievements serves as the institutional foundation for guiding and regulating activities related to the transformation of such achievements.A comprehensive understanding of the evolution characteristics and effectiveness of the policy can provide de-cision support for optimizing policy and enhancing its effectiveness.Through an analytical framework based on policy texts,this paper analyzes the text data of China's policy on the transformation of scientific and techno-logical achievements spanning from 2000 to 2021.The results show that there is a strengthening trend in the policy texts like"operation","funds",and"mechanism",a weakening trend in"institutions"and"pro-jects",and an emerging trend in"personnel"and"platforms".The topics of"fund management","institu-tional achievements transformation",and"reward mechanism"have well developed and continue to rise in popularity,while the topics of"policy implementation","personnel management",and"incubator"still have great potential for development.Policy density,policy strength,and policy intensity all show a growing trend and all have significant promoting effects on the marketization of technological achievements.
