我国高等工程教育领域产教融合政策分析——基于施耐德和英格拉姆政策工具分析框架

产教融合作为当前我国推动教育体制改革发展的重大举措,具有引领工程教育发展方向,提高工程人才培养质量的重要作用.为深入研究我国高等工程教育领域产教融合政策,以1991-2022 年国家层面颁布的产教融合政策文本为研究对象,基于施耐德和英格拉姆政策工具分析框架对49 项政策文本进行计量与内容分析.研究发现,我国现有高等工程教育领域产教融合政策尚存在颁布主体权责不清晰、政策工具使用结构性失衡、校企双方长效合作机制不完善的问题.据此提出未来产教融合政策调整建议:明确政策执行的权责机构,实行统筹监管;均衡政策工具使用,优化政策工具组合;完善政策内容,面向校企双方构建长效合作机制.
Policy Analysis of the Industry-education Integration in Chinese Higher Engineering Education——Based on Schneider and Ingram's Policy Tool Analysis Framework
As a significant measure to promote the reform and development of the educational system in China,the integration of industry and education plays a crucial role in guiding the direction of engineering ed-ucation and enhancing the quality of talent cultivation in this field.To delve into the policies on the integration of industry and education in China's higher engineering education,this study focuses on the policy texts issued at the national level from 1991 to 2022.Based on the policy tool analysis framework proposed by Schneider and Ingram,a quantitative and content analysis is conducted on 49 policy texts.The findings reveal that the current policies on the integration of industry and education in China's higher engineering education suffer from issues such as unclear responsibilities of issuing authorities,structural imbalance in the use of policy tools,and inadequate long-term cooperation mechanisms between universities and enterprises.In response to these issues,suggestions for future policy adjustments on the integration of industry and education are pro-posed:clarifying the responsible authorities for policy implementation and implementing coordinated supervi-sion;balancing the use of policy tools and optimizing their combination;refining policy contents and establis-hing a long-term cooperation mechanism for both schools and enterprises.
