Aiming at the problem of increasing complexity of mine emergency rescue work and the inability of existing mine emergency rescue quality to meet the increasingly complex mine emergency rescue needs,methods such as literature research method,questionnaire survey method,case analysis method and so on are adopted.Taking the emergency rescue team in Shuozhou City as the research object,its existing main problems in the construction aspect of the regulatory system are analyzed,the research of theoretical model construction and system improvement of the regulatory system for mine emergency rescue teams are conducted,and system improvement strategies with certain practical application value,such as identifying and improving system defects,establishing collaborative mechanism among multiple stakeholders,legal and policy support and others are obtained.Improving regulatory quality can optimize the level of mine emergency rescue to a certain extent,providing certain theoretical support for the construction and improvement work of emergency rescue systems.
