Multi-actor Governance:A choice for the continued transmission of Intangible Cultural Heritage in rural areas
The continuation of the inheritance and innovative development of rural intangible cultural heritage has become a social consensus in the new era.Promoting multi-actor governance is not only necessary for managing its"fragmented"inheritance,but it is also the right thing to do to promote rural culture re-vitalization.Although the revitalization of rural culture provides an opportunity for the inheritance and protection of intangible cultural heritage,it is hampered by real obstacles such as the lack of local govern-ments'leadership,the shortage of inheritors'motivation,the absence of enterprises'participation in public welfare,as well as the rural communities'unawareness of inheritance and protection and the social organi-zations'limited involvements.To encourage the continuous inheritance and innovative development of high-quality rural intangible cultural heritage,inheritors,enterprises,rural communities,and social organi-zations must take on their respective roles and responsibilities under the leadership of local governments and"multi-actor governance".Among them,the local government should take the lead,the inheritors fulfilling their primary position,relevant enterprises moderately providing support,and the rural commu-nityaccordingly taking advantage of presence,even the empowered social organizations should also take an active participation.
