摘要
顺应村庄发展规律和演变趋势,分类推进乡村振兴是实现乡村振兴的有效路径,然而如何构建有效指标体系对村庄进行科学分类,则成为难点.本文以泰安市"美丽富裕乡村"126个典型示范村为案例,从"产业、文化、生态、人才和组织"等5个维度构建乡村振兴综合评价指标体系,同时构建五维I-C-T-E-0分类模型,将案例乡村划分为综合发展型、协同发展型和整合提升型三类,得出其成因及未来发展方向.这一新的评价体系有利于明晰村庄特色优势和振兴主体特征,为地方政府推进乡村全面振兴提供了适应性政策提供方法和工具.
Abstract
It is proved to be effect to revitalize the rural by complying with the law and evolution trend of rural development and promoting rural revitalization by category.However,difficulty lies in how to construct an effective index system to scientifically categorize villages.Taking 126 model villages in Tai'an City as cases,this paper constructs a comprehensive evaluation index system for rural revitalization from five dimensions of"industry,culture,ecology,talents and organization",and builds a five-dimensional classification model of I-C-T-E-O.The case villages are divided into three types:comprehensive development type,coor-dinated development type,and comprehensive rectification type,and respectively given illustrations totheir causes and future directions.This new evaluation system is conducive to clarifying the distinct advantages and the main characteristics of rural revitalization,providing methods and tools for local governments to for-mulate adaptive policies,and further promoting the overall revitalization of rural areas.
