中国水利发展阶段及未来“水利4.0”战略构想

科学分析和认识我国水利发展阶段,进一步正确预测未来水利发展趋势具有重要意义.在深入分析我国建国以来水利发展的基础上,阐述水利发展存在3个阶段,即“工程水利”、“资源水利”、“生态水利”阶段,分别称之为“水利1.0”、“水利2.0”、“水利3.0”.在此基础上,从水利发展趋势的预测出发,提出“水利4.0”的战略构想,认为下一个水利发展阶段为“智慧水利”阶段,并简要介绍了该阶段的轮廓框架和重点研究方向.
Development Stage of Chinese Water Conservancy and Strategic Concept of Future "Water Conservancy 4.0"
Scientifically analyzing and understanding the development stage of Chinese water conservancy,which could further predict the future trends of water conservancy development accurately,is of great significance.Based on indepth analysis of the water conservancy development since the founding of our country,this paper elaborates three stages of water conservancy development,namely "project water conservancy","resources water conservancy" and "ecological water conservancy",which called as "water conservancy 1.0","water conservancy 2.0",and "water conservancy 3.0" respectively.On that basis,proceeded from the prediction of development trends,strategic concept of "water conservancy 4.0" is proposed.The paper considers the "smart water conservancy" as the next stage of water conservancy development,and briefly describes the framework and main research fields.
