Construction and Application of Post Evaluation Index System for Social Impact of Water Conservancy Engineering
The construction of hydraulic project involves a wide range of aspects and will have certain social impacts on the local area.Currently,there is no unified regulation or systematic method system for evaluating these impacts and selecting and evaluating indicators.This article combines the current development goals and planning requirements of na-tional water conservancy engineering construction to establish a post evaluation index system for the social impact of water conservancy engineering,which includes 3 first level indicators,13 second level indicators,and 29 third level indicators.The meanings and evaluation standards of each indicator are explained.Considering the fuzzy randomness of the evalua-tion process,the variable weight function is used to modify the weight,and the hierarchical cloud model is constructed to analyze the uncertainty of the evaluation results.The application result of the project shows that the social impact of the reservoir construction on the local community is medium,and the water environment,resource exploitation and benefit development of the construction area are the key points of the regional construction management in the later stage.
