Study on Water Price of the Subsequent Project of the South-to-North Water Diversion Project Based on Ecological Compensation
Establishing scientific and reasonable water price for inter-basin water transfer projects is one of the impor-tant ways to carry out ecological compensation in water source areas.On the basis of the existing water price,this paper adds ecological compensation as an indispensable part of the water price,measures the ecological compensation standard for the water source area of the East Route of the South-to-North Water Diversion Project by using opportunity cost method.The social development stage coefficient and the government payment capacity coefficient are introduced to modi-fy it,so as to construct a water resource pricing model for the subsequent projects of the South-to-North Water Diversion Project that includes ecological compensation.Taking the Jiaodong Main Line of the Phase I of East Route of the South-to-North Water Diversion Project as an example,the theoretical ecological compensation standards for the water source area in 2016 and 2020 were 11.612 1 billion yuan and 19.999 2 billion yuan,respectively.Based on the existing water prices,the water price per cubic meter needs to be increased by 0.93 yuan and 4.51 yuan,respectively.The results indi-cate that ecological compensation will consume a large amount of funds.Only when the water transfer capacity of the pro-ject reaches the planned design scale,continuous water transfer can gradually reduce the water supply cost.Otherwise,the wa-ter price will exceed the bearing range of the receiving area,and the benefits of the project will be difficult to achieve.
