Evaluation and Analysis of Water Resources Utilization Efficiency in Inner Mongolia Based on Input-Output Model
Implementing the strategy of ecological protection and high-quality development of the Yellow River Basin, realizing the development concept of"Four Waters,Four Definitions",and rationally allocating regional water resources are the top priorities of China's current water resources management. The input-output model paper was used analyze the actual status of water use efficiency, water use effectiveness, sectoral correlation, and inter-sectoral virtual water trans-fers of each sector in Inner Mongolia in 2012 and 2017,respectively.The results show that the coefficient of complete water use in all sectors is generally on a downward trend; The highest output multiplier in the agricultural sector is the basic industry of the autonomous region; The influence coefficient of the construction industry and other industrial sectors has been increasing, and the pulling power of the economy of the other sectors has been increasing,so it can be seen that the dominant industry is still the industrial sector; The direction of the virtual water flow in Inner Mongolia is mainly from the agriculture to the manufacturing industry and the construction industry, and from the manufacturing industry to the other industries; The agricultural sector is the largest virtual water net output sector and the source of virtual water outflow. The research results can analyze the effectiveness of the construction of a water-saving society in Inner Mongolia since the"13th Five-Year Plan"and provide a reference basis for water resources allocation and utilization planning after the"14th Five-Year Plan".
