摘要
菏泽市水资源分布不均、水资源工程调配利用体系不完善,部分河道防洪能力不足,水生态环境恶化等问题突出,是制约水安全保障能力的突出瓶颈和短板.为此,菏泽市通过推进现代水网建设,一体构建水资源优化配置和保障供给格局,有利于完善流域防洪工程体系布局,有效提升河湖生态保护能力、水安全风险防控能力,统筹解决新老水问题,科学谋划水网建设布局,为区域经济社会高质量发展提供更坚实的水安全保障.
Abstract
Heze Municipality suffers the prominent bottlenecks and shortcomings restricting the ability of water security,such as the uneven distribution of water resources,the imperfect water resources engineering deployment and utilization system,the insufficient flood control capacity of some river channels and the delerioration of water ecological environment.To this end,by promoting the construction of modern water grid,it has taken actions of integrated optimal allocation of water resources and guaranteed supply pattern,which is conducive to improving the layout of basin flood control engineering system,effectively improving river and lake ecological protection ability and water security risk prevention and control ability,coordinating the solution of new and remaining water problems,and furthermore to scientifically plan the construction and layout of water grid,and provide more solid water security guarantee for the high-quality development of regional economy and society.
