摘要
淄博市桓台县马踏湖所在流域河流水系发达,推动马踏湖生态文明建设,制定生态水位保障实施方案具有重要意义.淄博市水利局根据山东省水利厅相关要求,开展马踏湖生态水位保障实施方案编制工作.通过确定马踏湖生态水位保障目标、明确管理责任主体、建立监测预警机制、制定监督与评价办法和保障措施,全面建立目标合理、责任明确、保障有力、监管有效的马踏湖生态水位保障体系.通过对马踏湖生态水位保障工作的探索,初步建立起淄博市生态流量监管体系.
Abstract
The river system in the basin where Mata Lake is located in Huantai,Zibo,is well-developed.It makes the establishment of an ecological civilization around the Mata Lake and the formulation of an ecological water level protection plan highly significant.The Zibo Water Bureau,following the requirements of the Shandong Provincial Department of Water Resources,has embarked on drafting an implementation plan for the protection of ecological water levels in the Mata Lake.This plan involves setting ecological water level protection goals,clarifying management responsibilities,establishing monitoring and early warning mechanisms,and developing supervision and evaluation methods and protection measures,thereby creating a comprehensive system for the ecological water level protection of the Mata Lake that is rational in objectives,clear in responsibilities,strong in protection,and effective in regulation.Through the exploration of ecological water level protection efforts at the Mata Lake,a preliminary ecological flow regulation system has been established in the City of Zibo.
