德州市农业水价综合改革调查与思考

近年来,德州市着重在农田灌排设施管护及农业用水管理方面攻坚克难,制定合理的农业水价机制,建立健全农业用水精准补贴和节水奖励机制,为基本实现农业用水总量控制和定额管理、节水增效目标打下坚实基础.文章指出现阶段农业水价综合改革中存在的主要问题,并提出建议,为类似地区开展农业水价综合改革提供借鉴.
Abstract
In recent years,it has focused on overcoming challenges in the management and maintenance of farmland irrigation and drainage facilities and agricultural water management in Dezhou.It has established a rational agricultural water pricing mechanism,developed precise subsidies for agricultural water use,and set up water-saving reward mechanisms.These efforts have laid a solid foundation for achieving total control over agricultural water use,quota management,and water-saving efficiency goals.In the paper,it identifies the main issues in the current stage of comprehensive agricultural water price reform and provides suggestions,offering a reference for similar regions considering reforms in agricultural water pricing.
