摘要
通过研究临沂市近年来水利工程建设项目基本情况,对工程建设过程中存在的项目法人履职问题、项目资金争取问题以及参建单位合同履约问题等较为普遍的问题进行分析梳理,从多方位做好资金的筹措和落实、财政评审与初步设计有机结合的方法、构建流程化合同履约管理机制、常态化跟踪式调研、推广创新建管模式等几个方面尝试提出一些建议,为区域水利工程管理水平提升提供参考.
Abstract
In the paper,it studies the basic situation of water engineering construction projects in Linyi in recent years and analyzes common issues such as the performance of project legal entities,the acquisition of project funds,and contract compliance by participating units.Based on these analyses,recommendations are made from multiple perspectives including the effective mobilization and implementation of funds,the organic integration of financial reviews and preliminary designs,the establishment of procedural contract compliance management mechanisms,routine tracking-based research,and the promotion of innovative construction management models.These suggestions aim to provide references for enhancing the management level of regional water projects.
