The Administrative Measures for Water Rights Trading in Shandong Province was published to make it clear that water rights trading is to further play the role of market allocation of water resources,encouraging the development of various forms of water rights trading,and promoting the conservation,protection and optimal allocation of water resources.Based on the current water demand in Junan County,combined with the current water saving situation of different industries,this paper summarize the work experience of cross-industry water rights trading deeply,to solve the contradiction of regional industry water demand.
