结合东营市系统治水实践,详细介绍了全市系统治水的典型经验,坚持因地制宜、统筹谋划、多措并举,提供"东营经验",并从国家、省、市层面,分析了全市系统治水面临的新形势与制约因素,提出了推进系统治水的思路和策略,优化水资源配置,推动"三空间、多廊道"生态保护修复,全面推进治水体系和治水能力现代化.
Abstract
Based on the practice of systematic water improvement in Dongying Municipality,the paper introduces the typical experience in detail,and"Dongying-styled experience"is provided by adhering to local conditions,overall plan-ning and multiple measures.From the national,provincial and municipal levels,the new situation and constraints faced by systematic water improvement are analyzed,and ideas and strategies for promoting are put forward to optimize the al-location of water resources.Furthermore,it also promotes the"three-space、multi-corridor"ecological protection and restoration,and the comprehensive modernization of water improvement system and capacity.
