区块链技术在水资源治理中的应用

自实施最严格的水资源管理制度以来,我国水资源管理面临着不断增长的业务需求和信息数据的快速扩张,区块链技术在水资源管理领域具有广阔的应用前景.本文在分析区块链技术特点的基础上,对我国供水系统管理、用水过程管理、水权交易管理实践中存在的问题进行了分析.基于区块链技术的去中心化、智能合约、公开透明、不可篡改的特点,提出了利用区块链技术解决管理精度、管理效率、信任机制、信息交互等难点的技术思路和结构框架.总体而言,未来区块链技术将深度融入水资源管理过程中,为政府水资源治理体系和治理能力现代化提供有力支撑.
Application on the Blockchain Technology in Water Resources Management
Since the implementation of the most stringent water resources management system,China's water resources management is facing growing business demands and the continuous expansion of information data.Blockchain technology has broad application prospects in the field of water resources management.Based on the review of blockchain technology,this paper analyzes the problems existing in China's water supply system management,water use process management,and water rights transaction management practice.Based on the characteristics of blockchain technology,such as decentralization,smart contract,openness and transparency,and immutable,a technical idea and structural framework are proposed to solve the difficulties of management accuracy,management efficiency,trust mechanism,and information interaction by using blockchain technology.In general,blockchain technology will be deeply integrated into the water resources management process in the future,providing strong support for the modernization of the government's water resources improvement and capacity.
