Practice of Identification and Registering the Rights of Natural Resources of Rivers and Lakes in Jinan
To carry out the unified identification and registration of natural resources of rivers and lakes and reservoirs,delimit the scope of management and protection of rivers and lakes according to law,and find out the spatial scope,area,quality and quantity of rivers and lakes and reservoirs comprehensively,are important basis and starting point for strengthening the management of rivers and lakes.In Jinan Municipality,it scientifically formulated the work plan,in the way of selecting pilot areas first,and completed identifying and registering the natural resources rights of 21 rivers in key areas in three years.This action clarifies"who owns"and"who manages"the rivers and lakes,which lays the foundation for the overall protection,systematic restoration and integrated management of mountains,rivers,forests,fields,lakes and grasslands.
