水权交易是水资源推行市场化管理的一种创新方式.齐河县韩刘灌区水权交易取得了积极成效,促进了水资源优化配置.通过实践与探索,提出了增进对水权交易的理解、夯实水权交易基础、探索多种水权交易形式、强化监督管理、加强宣传推广等推进水权交易的建议.
Abstract
Water rights trading is an innovative way to carry out market-oriented management of water resources.The water rights trading in Hanliu Irrigation District of Qihe County has achieved positive results and promoted the optimal allocation of water resources.By practice and exploration,some suggestions are put forward,such as improving the understanding of water rights trading,consolidating the basis of water rights trading,exploring various forms of water rights trading,strengthening supervision and management,and furthering publicity and promotion.
