Based on the flood and drought disaster prevention work in 2023 in Linyi Municipality,focusing on the scientific and precise implementation of the"four dispatching",adhering to the guidance of the system concept,centering on the whole process of"pre-flood,during flood,and post-flood",as well as the characteristics of each link of"pre-rain,during rain,and post-rain",the practice of accurate control in the whole process of flood and drought disaster prevention is reviewed and sorted out,and the application mode and effect of fine scheduling of water projects in different processes and different links are analyzed,providing a Linyi model for the whole process of flood and drought disaster prevention.
