Platform Safeguards for Minor's Digital Development Right under Concept of Acceptable Risk
As digital technologies are deeply embedded in the underlying framework of the social service sys-tem,the digital development rights of minors have gradually been established,with the principle of maximizing their interests as the fundamental orientation.In view of the evolving trend of digital risks faced by minors,minor risk management within digital platforms faces an urgent demand for transforming from"resilience"to"heterogenei-ty".Nevertheless,if platforms overly prevent risks,they are highly likely to hinder the digital development of mi-nors.To avoid falling into the"pan-risk trap"of platform risk management,it is essential to introduce the concept of acceptable risk into the platform safeguard system for the digital development rights of minors and take the ac-ceptable risk level as the boundary and limit of platform risk management.By establishing and improving the plat-form risk management system,defining and standardizing the platform's self-regulatory mechanism,and building a multi-stakeholder collaborative platform management pattern,platforms can build an inclusive safeguard path for the development rights of minors.
