摘要
土地、资金、人才、信息和技术等城乡资源要素的自由流动既包括双向流动,也包括内部流动.以促进资源利用最大化为目的,具备合理规范的制度、匹配务实的组织和合理的资金投入等条件才能有效实现自由流动.通过优化金融、科技、环保、医疗和教育等制度,使政府、企业联合,城市、乡村融合,保投入、促产出、适消费,充分发挥资金的带动效应,实现城乡资源要素有效整合和利用,促进城乡共同发展.
Abstract
The free flow of urban and rural resource factors,such as land,capital,talents,information and technology,includes both two-way flow and internal flow,which is aimed at promoting the maximum utilization of resources,and needs to meet the conditions of reasonable and standardized system,matching and pragmatic organization,and the input and output of capital in order to effectively realize the free flow.To this end,it is necessary to formulate and improve relevant policies to encourage the free flow of resource factors between urban and rural areas,optimize the systems of finance,industry,science and technology,environmental protection,medical care and education,so that the government and enterprises can join forces,and urban and rural areas can integrate,stabilize employment,maintain input,promote output and appropriate consumption,give full play to the driving effect of capital,and realize the effective integration and utilization of urban and rural resource factors,so as to promote the common development of urban and rural areas.
