Based on the local development and operational management experience of Mianhuasha Library and starting from the practical needs of rural public welfare libraries,the paper studies the government intervention path,and discusses how to refine the institutional mechanisms in three aspects:fundamentalization of investment,revising relevant regulations and cultivating public welfare environment.
