The South Korean government uses legislative policies as a means to clarify the functions of librar-ies with visual impairments.The library establishes a systematic and comprehensive service mechanism with scientific and refined services as the guarantee and diversified projects as the measures.China should learn from the develop-ment model of visual impairment libraries in South Korea,improve the relevant legislative system of libraries,improve library policy functions,strengthen the construction of literature resources,and improve service content and quality.
