The circulation of personal information brings great benefits to the library.In the age of digital intelligence,the public attribute of personal information depends on personal interests and carries the needs of stake-holders.The use of information is a trend of the times in libraries in the age of digital intelligence.At the same time,technological progress increases the risk of personal information disclosure,so it is of great significance to strengthen personal information governance.In the practice exploration of personal information protection in libraries in the age of digital intelligence,information governance norms can be promoted and the unity of objectives,methods and effects can be achieved from the perspective of business development and complying with the principle of needs proportionali-ty,namely appropriateness,necessity and minimization.Based on the provisions of Data Security Law and Personal Information Protection Law,the paper demonstrates the personal information rights and interests of the concept,the responsibilities and obligations of stakeholders,and the balance of external systems,interests,standards,processes and models of the library.Personal information governance needs internal and external coordination to promote the balance between utilization and protection,which is conducive to the modernization of governance mechanism and governance ability of library stakeholders in the era of digital intelligence.
