In the era of the Republic of China,the fundamental libraries,primarily consisting of county and city libraries,are most accessible to the public.This holds great significance for public education and advancement of library services.Grassroots libraries actively utilize their collections and location advantages to organize social educa-tional activities such as roving libraries,mobile book trucks,book clubs,exhibitions,etc.,in order to establish a strong local presence and expand their influence externally.This approach effectively stimulates intellectual growth and enhances the popularization of book education.The innovative ideas and methods employed by these grassroots libraries continue to offer valuable insights for contemporary reading promotion efforts.
