摘要
产品伤害是可预防、可干预和可避免的安全问题,国际上主要发达国家均建立了各具特色的产品伤害监测体系,在产品伤害预防与干预,以及保护消费者健康安全上发挥不可替代的作用,是我国产品伤害监测体系建设与完善极具价值的参考.本文通过对美国、日本及欧盟的产品伤害监测体系研究分析,结合我国产品伤害监测试点工作的现状,从建设理念、法律基础、体制机制、技术手段、监测范围、监测平台、标准化、信息技术等八个方面,提出构建完善我国产品伤害监测体系的建议.
Abstract
Product injury is a preventable,intervenable,and avoidable safety issue.Developed countries have established distinctive product injury monitoring systems that play irreplaceable roles in prevention,intervention,and safeguarding the health and safety of consumers.These systems serve as valuable references for the construction and improvement of China's product injury monitoring system.This article examined and analyzed the product injury monitoring systems in the United States,the European Union,and Japan.Combining this analysis with the current pilot work on China's product injury monitoring system,recommendations are provided for improving China's product injury monitoring system across eight aspects:conceptual framework,legal foundation,institutional mechanism,technological means,monitoring scope,monitoring platform,standardization,and information technology.
