摘要
数字经济是以数据为关键生产要素、以平台为重要载体、以数字技术为重要推动力的一系列经济活动,包括数字平台、5G技术、物联网等.数字经济治理目前仍存在以下问题,分别为顶层制度设计的不完善、数字鸿沟、平台垄断、数据伦理问题等.数字经济治理则是针对数字经济发展过程中出现的治理问题进行的"对症下药".对于数字经济治理中存在的问题,政府已积极出台相关政策对其进行监管和相应执法.文章认为应明确政府责任,加强立法,建立全面统一的监督体系,明确数据收集、使用、储存所有权和责任主体等方法进行解决.
Abstract
Digital economy is a series of economic activities which takes data as the key production factor,platform as an important carrier,and digital technology as the important driving force,including digital platform,5G technology,Internet of Things,etc.At present,there are still the following problems in the governance of the digital economy,namely,imperfect top-level system design,digital divide,platform monopoly,and data ethics issues.Digital economy governance is to"suit the remedy to the case"for the governance problems that arise in the development of the digital economy.For the problems existing in the governance of the digital economy,the government has actively issued relevant policies to supervise and enforce the law accordingly.This paper argues that government responsibilities should be clarified and legislation should be strengthened.The comprehensive and unified supervision system should be established,and methods such as data collection,use,storage ownership and responsible subjects should be clarified.
